by increments of £30 with a residential allowance of £50 per annum and on the new terms as to quarters, i.e. the holder would be liable to pay an economic rent up to fifteen per cent of his salary if in occupation of Government quarters.
9. If the foregoing has your approval I recommend that you approve the appointment to the new post of Mr. W. J. .nderson, at present Superintendent of Accounts and Stores, Public Works Department. In that capacity Mr. Anderson has discharged his duties with great zeal and
I have every confidence in his ability to carry out successfully the duties proposed for the new post. Mr. Anderson joined the Hong Kong Service in 1925 as Deputy Storekeeper, Public Works Department, and has held the post of Superintendent of Accounts and Stores since the 1st January, 1928. He is
now on the maximum of the scale £700 by £25 to £950. Since he is at present eligible for rent allowance of approximately £74 per annum and is pensionable on £950
plus one-sixth for quarters, i.e. £1108, even the maximum of the new scale would represent little advancement to him.
I think it reasonable that his assumption of greater responsibility should be marked by a definite increase of emoluments; but I do not wish to fix too high a salary for his ultimate successor, whose work may in any event be
expected to be less onerous than that of the officer responsible for the initiation of a new system. I propose, therefore, that Mr. Anderson should enter the new scale at
£930 plus £50 residential allowance and be granted a
pensionable personal allowance of £100 per annun. The salaries of the existing post and the proposed new post are
